The way of calculating the fee to be paid by the Municipalities and by extension the citizens through the municipal fees is determined by the Ministry of the Interior with the amendment that it submitted late on the evening of Holy Tuesday to a bill of the Ministry. Interior.

As mentioned, from January 1, 2022, a burial fee is imposed for the quantities of municipal waste with European Waste List (EWL) Codes 20 (municipal waste, including separately collected parts) and 15 01 (separately collected waste, including separately collected municipal packaging waste) , as well as the quantities of waste resulting from the Recyclable Materials Sorting Centers (KDAY), the Biological Waste Treatment (MEBA) aerobic anaerobic digestion and Mechanical Biological Treatment (MEL), municipal waste incinerators with EKA codes 19 12 12 [other waste (including mixtures of materials) from mechanical treatment of wastes, other than those mentioned in 19 12 11], 19 12 10 [waste fuels (fuels derived from waste)], 19 05 (wastes from aerobic treatment of solid wastes), in 19 06 ( waste from anaerobic waste treatment), available in Sanitary Landfills (HSL).

FoDSA (Solid Waste Management Agencies) and OTAs are liable to pay the deposit fee. first degree the legal entities that belong to OTAs and exercise the responsibilities of FoDSA based on article 227 of Law 4555/2018 (A' 133).

As noted, the burial fee is set at twenty (20) euros per ton of waste and increases annually by (5) euros per ton and up to a price of thirty (35) euros per ton. From January 1, 2026, the baking fee is set at forty (45) euros per ton of waste and increases to the price of fifty (55) euros per ton from January 1, 2027, which remains constant for the following years.

It is worth noting that speaking on the evening of Holy Monday at an event about the bioeconomy "ecosystem" in Greece, the General Secretary of the Ministry of Environment, Kon. ArabosArabos and referring to the "polluter pays" principle that is now a rule throughout the EU, he noted that the criteria used to determine the fees for waste management - waste as it is now called - will change and will no longer be calculated by square base. The weight of waste produced by each household will be the main criterion, as he said, that will determine the waste fees. He also emphasized that there should be a laborious process of informing mayors, citizens, etc., since the reactions to the burial fee are great. "But we should be the first to put an end to the burial by promoting the circular economy and proper management," stressed Mr. Arabosis.

It is noted that based on the amendment, the burial fee is attributed by the debtors to a special account that E.O.AN. keeps for this purpose and is available for the special financial programs it prepares and which are approved by the Minister of Environment and Energy.

The burial fee is calculated every six months on the basis of the actual quantities of waste disposed of in Sanitary Landfills. The debtors submit to E.O.AN. until March 31 and until September 30, information regarding the calculation of the burial fee for the first and second semesters respectively and they return the amount due until April 30 and until October 30 for the second and first semesters respectively .

Also, by decision, a burial fee may be imposed, an additional fee for waste streams, and exemptions from the payment of the burial fee may be provided in cases where there are reasons of compelling public interest, as well as in cases of waste management from natural disasters.

Islands with a population of less than one thousand (1,000) permanent residents are exempt from payment of the registration fee.

Also what is owed by the OTAs. 1st degree for the burial fee of the year 2022, amounting to sixty million (60,000,000) euros, is paid to the EOAN, by the Ministry of the Interior, at the expense of the registered budget credits, for the OTAs . 1st degree, after their equal reinforcement from the state budget, until May 31, 2023. This amount is withheld in 2024 from the resources provided for in Article 259 of Law 3852/2010 (A' 87) which are entered in the budget of the Ministry of the Interior.
